Professor Vincent M. Bonventre analyzes the history of the New York Court of Appeals from the tenure of Chief Judge Benjamin Cardozo through to the modern day, noting it’s years of affinity for both the government and the individual, in turn. Next, Professor Bonventre highlights the most notable cases from 1999-2000 term, including several speech-related cases, pro-defendant criminal cases, and civil cases discussing legislator salary withholding and civil service hiring and promotions, among others. Following this discussion is an analysis of the voting patterns of the court over the previous decade, as the bench and relationship between the court and other branches of government changed.
